Programm review

I've heard about the government Revitalization Unit's reviewing on newspaper and TV news. Add to them I was interested more in detail by a magazine ,a mail magazine and an internet site.
The Aera reports National Printing Bureau's Ichigaya Center gym is used by twenty people in a day, Isn't it wasteful expense?
A mail magazine reports at the result of the program review Chinese herb won't applied for health system, Many patients are confused.
According to Greenpeace a government review committee has identified many programs to review. Two could have direct impact on the government funded whaling program -The Oversea Fishery Co-operation Foundation (OFCF) and the Ministry of Foreign Affairs (MoFA) Grant Aid program. The OFCF directly funds the Institute for Cetacean Research with interest-free, which conducts the hunt, and the MoFA Grant Aid has been used the "buy" votes in support of whaling at the International Whaling Commission.
I've noticed an incorporated administrative agency and a foundation use taxpayer's money, while I don't know. Are there more?
I think any group who use taxpayer's money has accountability.
The program review is useful for me to notice it.

独立行政法人や財団が知らないうちに税金を使っていることに気がつきました。もっとあるのでは？どんな団体であれ税金を使うのなら説明責任があると思います。事業仕分けは、それに気づかせてくれた点で役に立ちました。
